Until recently, many contractors regarded the cost of waste as a minor component of the overall project cost. In Australia, recent changes in legislation, greater environmental constraints and public awareness, and increased competition have created a situation where improved waste management is a matter of importance. This note proposes a cost oriented model to be used in the “top layer" of a waste management plan for construction projects. It helps draw together and analyse waste management strategies in a way that aims to achieve cost and landfill performance. It is directed towards those interested in the cost of the project and the derived information can be used in waste management plans for regulatory authorities.
